Cancelled consultation and no call

I was assigned to this doctor when I got here in Norway. I have tried to book an appointment when I saw that he has an available time on the helsenorge app. The first one was supposed to be an in person consultation but they messaged me that it’s cancelled at 23:00 the day before the appointment. I tried to book again the earliest date possible. It was an on phone appointment, I was fine with it as long as I can get an appointment and get checked. I got a phone appointment for 15:15 because that’s when I have free time after school. They called me when I was at school (14:00) so I was not able to answer, I tried to call back after around 7 minutes but the phone line is closed. I waited til now (15:40), no call whatsoever. This is my first impression and it’s disappointing.
